Job Description

A Compliance Manager is responsible for ensuring that the company is conducting its business in full compliance of with all national and international laws, including regulations. This will involve the creation, review and implementation of policies and procedures and best practices within the industry.

Compliance Managers apply and interpret audit and compliance requirements for various departments. They will interact with external auditors or government agencies on matters related to audits of the organization's internal controls, and assess potential fraud activity, plus develop fraud detection tools as well as do any GAP analysis on best practices and make sure that there is a robust risk and compliance framework in the organization.

Job Responsibilities

  • Work with Singapore team members, leaders and other key stakeholders to successfully implement trade compliance program(s)
  • Main Point of Contact between internal stakeholders and Singapore Custom for Compliance matters. The incumbent must have experience in Liquor amp; Tobacco Duty Free scheme and full knowledge of the relevant customs laws and regulations. This representative shall work closely with Singapore Customs to ensure the adherence of these licensing conditions
  • Advising Stakeholders on the implementation of compliance programs to ensure company’s policies and procedures comply with regulatory and ethical standards
  • Maintain a sound understanding of the local business activities and applicable laws and regulations.
  • Identify local compliance priorities; plan and prioritize activities based on risk on a prescribed cycle (e.g., development of annual compliance plan).
  • Influence all functions in the organization regarding importance of compliance and drive understanding, adherence to and improvements of compliance in each function related to their responsibilities
  • Conducting operational audits to ensure the company meets operational requirements.
  • Develop process with various internal functions in obtaining import/export/ retail licenses, agreements, permits, certification and similar
  • Co-develop trainings to ensure local requirements addressed; conduct compliance trainings and ensure appropriate monitoring of compliance training and awareness programs.
  • Review commercial projects to identify and mitigate compliance risks presented.
  • Following up on compliance issues that require investigation
  • To review and update regularly Tradefirst Assessment checklist for all departments to ensure compliances for Singapore Customs
  • Monitor import/export compliance through self-assessment audits with the goal of identifying weakness and risk. Develop actionable plans and procedures to mitigate those risks
  • Ensure the effective implementation of the policies and directives relating to reporting of violations and concerns.
  • Lead and/or support investigations.
  • Manage reporting to relevant stakeholders where applicable compliance-related reports of misconduct, investigations, and remediation efforts.
  • Work with stakeholders to ensure that interactions with local authorities and regulators are coordinated and implement processes to identify and manage regulatory requests and deadlines.
  • Conducting regular GAP analysis on new and updated controls and best practices in the industry
  • Ensure accurate HSA classification of the company’s commodities under applicable import, export or controlled goods regulations
  • Working knowledge of various Global Supply Chain Security Programs and Licensed Retail Operations eg. Singapore Customs regulations, Tradefirst and similar

  • Masters or Degree preferred with relevant discipline suitable for compliance
  • High level of integrity, professionalism and perseverance; must be empathetic and willing to listen
  • Working experience 5 years in compliance, legal or other government agencies or relevant field
  • Good business knowledge/understanding of Duty Payable goods business preferred (Liquor and Tobacco).
  • Good resources and networking ability and social skills including the ability to handle internal and external contacts, including Government authorities and regulators
  • Independent, goal-oriented and systematic way of working
  • Must be highly analytical, able to perform audits, implement company policies and design control system
  • Preferred someone with experience in applying, managing and renewing for Duty Free Scheme with Singapore Customs.
  • Excellent communication skills and great people skills and able to communicate and cooperate up, down and across the employee chain
